How ozone removes smells
Ozone is oxygen with a third atom attached, and that extra atom is unstable. When ozone meets the molecules that cause a smell, it reacts with them and breaks them down, rather than covering them up the way an air freshener does.
Because it is a gas, it gets everywhere the smell has got — into the headliner, the seat foam, the carpet padding and the ventilation ducts.
Clean first, then ozone
Ozone removes the smell that is left, not the thing causing it. If there is still ash in the vents, a spill in the carpet or pet hair in the seats, the smell comes back. So the order matters: clean out the source, then treat what remains.

Used as an occasional treatment, it does not harm a car's interior. It is not something to run over and over; one proper treatment after a thorough clean is the point.
